Amends the State Property Control Act to require the Department of Central Management Services to only request equipment listings from public universities for items valued in excess of $1,000, rather than all property items.

Modifies the Board of Higher Education Act to require each State university to submit annual reports on programs that have been terminated, dissolved, reduced, or consolidated.

Requires State universities to report annually on programs exhibiting low performance in enrollments and degree completions with high expense per degree.

Mandates State universities to report tuition increases and cost-saving measures to the Board of Higher Education annually.

Requires the Board of Higher Education to compile and submit an annual report to the General Assembly containing information on tuition increases, cost-saving measures, new programs created, closed or consolidated programs, and low-performing programs.
