Allows subcontractors under general contractors to elect coverage under the general contractor's workers' compensation insurance policy upon written agreement between both parties.

Requires the general contractor to file written notice of the subcontractor's election with the Illinois Workers' Compensation Commission on a form prescribed by the Commission.

Protects subcontrators by requiring insurance companies to provide coverage when the subcontractor can demonstrate proof of premium payments, even if the general contractor fails to file the required notice.

Clarifies that electing workers' compensation coverage does not change the subcontractor's independent contractor status for any purpose other than workers' compensation insurance.

Permits either the subcontractor or general contractor to terminate the coverage election by providing written notice to the Commission and all consenting parties, with termination effective 30 days after notice.
