Requires voting equipment to notify voters when they have under-voted for a statewide constitutional office, with the equipment indicating only to the voter which specific office was under-voted.

Allows election authorities to petition the State Board of Elections for an exemption from the under-vote notification requirement if their existing voting equipment cannot meet this requirement.

Mandates that all election authorities have voting systems compatible with the under-vote notification requirement by the 2014 general primary election.

Applies the under-vote notification requirements to all voting equipment types used in Illinois elections, including voting machines, electronic voting systems, and optical scan technology.

Effective immediately upon enactment.
