• Authorizes the Board of Trustees at the University of Illinois to use locally held funds for any non-appropriated need deemed appropriate by the board.

• Grants identical authority to the boards of Southern Illinois University, Chicago State University, Eastern Illinois University, Governors State University, Illinois State University, Northeastern Illinois University, Northern Illinois University, and Western Illinois University.

• Applies uniform funding flexibility across all nine Illinois public university systems, allowing each institution's board to determine appropriate uses for locally held funds outside of state appropriations.

• Takes effect immediately upon becoming law.
