HB1157 - Program Abolition for Nonappropriation of Funds Act

• Comptroller must compile within 120 days a list of state programs created by law that are subject to appropriation and have been in effect for at least 7 fiscal years.

• State agencies responsible for administering identified programs must report within 60 days whether any funds were appropriated for those programs in the preceding 7 fiscal years.

• Programs receiving no appropriations during the required period are automatically abolished when the Comptroller's list is filed with the Secretary of State, Senate, and House Clerk and published in the Illinois Register.

• Beginning one year after the act takes effect, the Comptroller must conduct annual reviews to identify newly eligible programs (those in effect for at least 4 years if created after the act, or 7 years if created before) following the same reporting and abolition procedures.

• The Comptroller may adopt rules to administer this act and must notify agencies when their programs are abolished.
