Permits use of black powder cartridges during the open season for muzzleloading rifles when hunting deer.

Allows persons age 62 or older and handicapped persons (as defined in Section 2.33) to use crossbow devices for deer hunting during applicable seasons.

Establishes firearm specifications for legal deer hunting: centerfire handguns must be .30 caliber or larger with minimum 4-inch barrel length and ammunition must generate at least 500 foot pounds of energy at the muzzle.

Prohibits use of full metal jacket bullets for harvesting deer.

Takes effect upon becoming law.
