• Creates mandatory labeling requirement for all foods containing or produced with genetically engineered material, with labels placed in conspicuous locations on packages.

• Requires labels to display the specific text: "This product contains a genetically engineered material or was produced with a genetically engineered material."

• Defines "genetically engineered material" as material from organisms altered at molecular or cellular level through techniques like recombinant DNA, gene insertion, or gene deletion, but excludes traditional breeding, fermentation, and mutagenesis methods.

• Applies labeling requirements to foods produced with genetically engineered organisms, including those fed genetically engineered material or derived from organisms treated with genetically engineered material.

• Authorizes the Department of Public Health to adopt rules necessary to implement the Act.
