IL HB1263

Establishes mandatory natural life imprisonment for first degree murder convictions when the defendant previously convicted of first degree murder, murdered a child under 12 years old (if defendant was 17+), murdered multiple victims, or murdered a peace officer, firefighter, emergency management worker, corrections employee, or community policing volunteer.

Adds mandatory sentence enhancements for first degree murder when the defendant was armed with a firearm (15 years added), personally discharged a firearm (20 years added), or personally discharged a firearm causing great bodily harm or death (25 years to natural life added).

Requires natural life imprisonment for certain sexual offenses against minors under 18 years of age when the defendant had a prior conviction within the previous 20 years for criminal sexual assault, aggravated criminal sexual assault, predatory criminal sexual assault of a child, criminal sexual abuse, or aggravated criminal sexual abuse involving a victim also under 18 years old.

Sets mandatory supervised release terms ranging from 3 years to natural life for defendants convicted of predatory sexual assault of a child, aggravated criminal sexual assault, or criminal sexual assault committed on or after the effective date of the amendatory act.

Establishes 4-year mandatory supervised release term for second or subsequent offenses of aggravated criminal sexual abuse or felony criminal sexual abuse when victim is under 18 years old, with minimum 2 years served in electronic home detention.
