Requires the Illinois Environmental Protection Agency Director to publish a list of chemicals of high concern by January 1, 2013, and update it annually based on credible scientific evidence of carcinogenic, mutagenic, reproductive/developmental, endocrine-disrupting, or bioaccumulative properties.

Authorizes the Director to designate certain chemicals of high concern as priority chemicals, particularly those known to be human carcinogens or found in human bodies, homes, or consumer products.

Requires manufacturers and distributors of children's products containing designated priority chemicals to notify the Director within 180 days, providing information on chemical presence, amounts, and availability of safer alternatives.

Empowers the Director to prohibit the sale of children's products containing priority chemicals if safer alternatives are available at comparable cost, with a minimum 12-month implementation period and allows manufacturers to request waivers for up to 5 years.

Establishes an Advisory Council on Toxic Substances with representatives from government agencies, industry, academia, health, environmental, and consumer groups to provide expert recommendations on chemical safety and safer alternatives.
