Changes the general primary election from the third Tuesday in March to the third Tuesday in September in even-numbered years.

Updates judicial retention filing deadlines and campaign finance reporting requirements to align with the new September primary election date.

Prohibits printing and mailing of legislative newsletters and brochures beginning August 1 in primary election years and September 1 in general election years (previously February 1 and September 1 respectively), with exceptions for constituent-requested materials.

Makes conforming amendments to the General Assembly Compensation Act and Legislative Commission Reorganization Act of 1984.

Takes effect immediately upon becoming law.
