Department of Transportation directed to encourage and assist governmental entities, not-for-profit corporations, and nonprofit community service associations in developing cooperative transportation equipment and service programs to meet public transportation needs.

Department shall develop cooperative programs promoting efficient service and conservation of capital investment and energy, and assist entities in obtaining transportation grants under state or federal programs.

Department required to report to General Assembly by March 1 of each year on successes, failures, progress, identified problems, and recommendations regarding cooperative transportation programs.

Department shall certify U.S. Department of Labor apprenticeship programs with joint labor-management boards to teach, train, and test their own members for quality assurance and control certifications.

Department must provide all course curricula, teaching aides, syllabi, and tests to instructors at no charge, and bear all costs of testing administration; apprenticeship programs may provide their own testers if Department or third party fails to provide testers within 10 days notice.
