Requires non-licensed individuals transferring concealed handguns to conduct transactions through a federally licensed firearm dealer, who must perform a background check and may charge up to $10 per firearm plus applicable fees.

Exempts family transfers (spouse, children, parents, siblings, grandparents, in-laws, aunts, uncles, nieces, nephews) and transfers by operation of law or court order from the dealer requirement.

Requires non-licensed gun show participants to request Department of State Police conduct background checks on prospective firearm recipients before completing sales, similar to licensed dealer requirements.

Mandates all firearm transferors maintain transfer records for 10 years including date, firearm description, serial number, transferee's FOID card number, and gun show unique identification numbers if applicable.

Directs Department of State Police to develop an Internet-based background check system for handgun sales by July 1, 2012, and establish dial-up phone system for firearm dealers with maximum $2 fee per background check inquiry.
