Appropriates $651,636,900 from the General Revenue Fund to the University of Illinois Board of Trustees for fiscal year 2012, including $564,559,300 for personal services, $24,893,200 for group insurance, $40,046,400 for contractual services, and $3,326,600 for workers' compensation and tort claims.

Appropriates $42,692,000 for University of Illinois Hospital operating costs and $15,826,500 for the Institute of Natural Resource Sustainability.

Appropriates $2,776,000 from the Fire Prevention Fund for the Illinois Fire Service Institute and $555,200 for the Cornerstone Training Program.

Appropriates funding for specialized university programs including $800,000 for the Hispanic Center for Excellence at Chicago campus, $1,250,000 for the Public Policy Institute, $500,000 for pharmacy practice education at the College of Medicine at Rockford, and $350,000 for the College of Dentistry.

Reappropriates $185,100 in unexpended Capital Development Fund money for Department of Natural Resources space needs at the Champaign campus and establishes an effective date of July 1, 2011.
