Creates the Baggage Fee Sharing Program requiring the Department of Transportation to collect a fee equal to 6.25% of all baggage fees charged by aircraft operators for hire in Illinois air navigation facilities.

Establishes the Baggage Fee Sharing Revolving Fund in the State Treasury to receive and distribute collected fees.

Directs collected fees to be disbursed within 60 days as follows: 2% to the county where collected, 2% to the Department of Transportation for administrative expenses, and 96% to the State Treasurer for the Revolving Fund.

Requires the State Treasurer to disburse Revolving Fund revenues within 30 days as: 40% to the Department of Transportation, 25% to the Underground Storage Tank Fund, 15% to the Office of Business and Workforce Diversity, and 10% each to the Division of Highways and Division of Public and Intermodal Transportation.

Exempts air schools, flying clubs, and sport parachutists from the baggage fee collection requirements and becomes effective immediately upon enactment.
