Makes persons convicted of felonies ineligible as candidates for elective office or reelection, covering felonies under Illinois, other state, federal, or foreign law.

Requires candidates to attest in their statement of candidacy that they have not been convicted of a felony under the laws of this State, another state, the United States, or a foreign country.

For foreign felony convictions, eligibility is restricted only if the foreign felony is substantially similar to a U.S. felony and the foreign country's judicial system provides due process guarantees comparable to the United States.

Adds felony conviction as a cause for elective office to become vacant and prohibits restoration of rights to hold elective office for persons convicted of felonies who seek office after the bill's effective date.

Applies to persons seeking elective office or reelection after the effective date of the amendatory act.
