Creates the Office of the Condominium Ombudsperson within the Department of Financial and Professional Regulation, effective July 1, 2011.

Ombudsperson shall provide training, educational materials, and courses to unit owners, condominium associations, and boards of managers on condominium property operation and management.

Ombudsperson must maintain a statewide toll-free number and website with relevant statutes, dispute resolution information, and analysis of changes in condominium law.

Every condominium unit owners' association must pay an annual fee (initially $3 per unit, capped at $10 per unit per year) to fund the Office through the Condominium Ombudsperson Fund.

Ombudsperson shall provide free dispute resolution assistance between unit owners and condominium associations, and submit annual reports to the General Assembly; the Act repeals July 1, 2014.
