Amends the Illinois Health Facilities Planning Act to lower the service reduction threshold triggering notice requirements from 50% to 25%.

Requires hospitals to provide written notice 30 days prior to (instead of after) reducing covered services to the State Board, Department of Public Health, and relevant state legislators.

Mandates the written notice include a report explaining reasons for the service reduction and its foreseeable impact on other regional hospitals.

Requires hospitals to make the report publicly available and publish it on the hospital's website.

Takes effect immediately upon becoming law.
