Increases the fine for improperly displaying a slow-moving vehicle emblem from $25 to $75 for a first offense under Section 12-709 of the Illinois Vehicle Code.

Eliminates the tiered penalty structure that previously imposed $75 for second or subsequent offenses within one year, making $75 the uniform fine for all violations.

Applies to animal-drawn vehicles, farm tractors, implements of husbandry, and special mobile equipment that fail to display the required emblem on highways.

Takes effect immediately upon becoming law.
