Creates the McHenry County Plastic Bag Recycling Act and establishes a McHenry County Plastic Bag Recycling Task Force to develop a voluntary plastic bag recycling pilot program for retailers.

Requires participating retailers (those with more than 10,000 square feet of retail space in McHenry County) to implement plastic bag collection programs, provide clearly marked collection receptacles, and arrange for pickup and recycling of collected bags.

Task Force consists of four legislators (one each appointed by Senate President, Senate Minority Leader, House Speaker, and House Minority Leader), three retail association representatives, and one representative each from a plastic film recycler, McHenry County Department of Health, Illinois Environmental Protection Agency, and McHenry County Board.

Task Force must submit a report to the Governor and General Assembly by March 1, 2013, addressing program enrollment, environmental and economic benefits and costs, cost-benefit analysis, burdens on participants, and any transportation or liability issues.

Act automatically repeals on June 1, 2013.
