Amends Section 34-18.13 of the School Code to require boards of education to establish policies for managing students with chronic infectious diseases on a case-by-case basis.

Mandates that all students wash their hands with soap or detergent before consuming any meal at school.

Requires schools to identify Centers for Disease Control and Prevention (CDC) handwashing standards and provide necessary facilities, materials, and supervision to implement the handwashing requirement.

Exempts the State from reimbursing schools for costs associated with implementing this mandate under the State Mandates Act.
