Establishes a $250,000 cap on November 30th of each year for the court automation fund, Court Document Fee Fund, Circuit Court Clerk Operation and Administrative Fund, and Probation and Court Services Fund.

Requires amounts exceeding $250,000 in these funds to be transferred to the county treasurer for deposit in the county's general fund to offset departmental expenses.

Allows the circuit clerk, chief judge, and county board chairperson to enter into an agreement to retain funds above $250,000 if a specific project requires a larger amount.

Amends the Clerks of Courts Act (705 ILCS 105) and the Probation and Probation Officers Act (730 ILCS 110) to implement these fund limitations.
