IL HB1564

Amends the Illinois Human Rights Act to add Section 3-104.2 prohibiting housing owners or agents from inquiring about or considering arrest records when making rental decisions.

Makes it a civil rights violation to refuse to rent to a prospective tenant based on an arrest record or to refuse to negotiate for rental based on arrest history.

Applies the prohibition to arrest or criminal history records that have been expunged, sealed, or impounded under Section 5.2 of the Criminal Identification Act.

Adds Section 3-104.2 to the list of civil rights violations defined under Section 1-103 of the Illinois Human Rights Act.
