IL HB1565

Amends the Illinois Human Rights Act to prohibit landlords and housing agents from inquiring about or considering a prospective tenant's arrest record when deciding whether to rent.

Makes it a civil rights violation to refuse to rent a housing unit to someone based solely on their arrest record.

Exempts small landlord situations from these prohibitions: apartment buildings with 4 or fewer units where the owner occupies one unit, and private home rooms rented by owner-occupants.

Adds Section 3-104.2 to the Illinois Human Rights Act defining these rental practices related to arrest records as unlawful discrimination.
