Amends the Counties Code to change the voting requirement for special use approvals at county board meetings from simple majority to three-fourths of all county board members when a written protest is filed.

A written protest triggers the higher voting threshold if signed by owners of at least 20% of the land to be rezoned, or by owners of land immediately adjacent to at least 20% of the rezoning perimeter, or by resolution of a nearby zoned municipality within 1.5 miles.

In counties with only 3 board members, a two-thirds vote (instead of three-fourths) is required when a written protest is filed.

Requires protestors to serve a copy of their written protest on the special use applicant and the applicant's attorney by certified mail at addresses shown in the application.

Prevents county boards from delegating special use approval authority to the board of appeals in cases where a written protest has been filed.
