Extends the unclaimed vehicle holding period from 18 days to 90 days in cities with more than 500,000 population before abandoned, lost, stolen, or unclaimed vehicles may be sold.

Extends the unclaimed vehicle holding period from 30 days to 90 days for vehicles 7 years of age or newer in cities with less than 500,000 population before they may be sold at public auction.

Removes restrictions limiting the sale of abandoned or unclaimed vehicles to only licensed automotive parts recyclers, rebuilders, or scrap processors, allowing sales to any qualified buyer.

Extends the minimum custody period for abandoned vehicles more than 7 years old from 10 days to 90 days to allow time for identifying and contacting registered owners and lienholders.

Becomes effective immediately upon enactment.
