IL HB1650

Permits a county with a municipality that has a municipal board of election commissioners to establish a county board of election commissioners by voter referendum, under new subsection (b) of Section 6A-1.

Allows the county board to initiate the referendum process without requiring a petition of 1,000 registered voters, instead requiring approval and certification by the county board before submission to electors at the next general election.

Establishes that when a county board of election commissioners is created in a county containing a municipality with its own election board, the county board supersedes the municipal board's authority within that municipality's territorial limits.

Adds Section 6-19.5 to clarify that Article 6A provisions do not apply to the territory of a municipality with an existing election board when a county board is established.

Amends Section 6A-4 to require municipal boards of election commissioners to transfer all election-related records, materials, and functions to the newly established county board of election commissioners.
