Reenacts provisions of Public Act 94-677 that amended the Illinois Insurance Code (Sections 155.18, 155.18a, 155.19, and 1204) after the Illinois Supreme Court declared the entire act unconstitutional on separation of powers grounds, though the court permitted the legislature to reenact individual provisions.

Requires medical liability insurers to file rates with the Director of Insurance, with public hearings mandatory for rate increases exceeding 6% or upon request by 1% of insureds in a specialty (minimum 25 insureds).

Establishes a Professional Liability Insurance Resource Center on the Department of Insurance website listing licensed medical liability insurers, their base rates, and insurance producers who sell medical liability insurance, updated annually.

Requires all medical liability claims and suits filed after December 31, 2005 to be reported to the Director of Insurance, and mandates the Director maintain and release statistical reports on claims including nature, amount, disposition, and damages awarded.

Validates all actions taken in reasonable reliance on the reenacted provisions and applies revisory changes to conform references from the Secretary of Financial and Professional Regulation back to the Director of Insurance; includes a severability clause and takes effect immediately.
