Amends the Illinois Public Labor Relations Act to restrict arbitration panels' consideration of financial ability in wage disputes involving security employees, peace officers, firefighters, and paramedics.

Arbitration panels must base financial ability assessments only on existing revenues and cannot consider whether a unit of government can raise taxes or impose new taxes to meet wage and employment costs.

Applies to collective bargaining agreements and disputes involving public employer units of security employees, peace officer units, and fire fighter or paramedic units.

Takes effect immediately upon becoming law.
