HB1675 - Uniform Military and Overseas Voters Act

• Enacts the Uniform Military and Overseas Voters Act to establish voting procedures for military members and overseas U.S. citizens in Illinois federal, state, and local elections.

• Allows covered voters to register and apply for military-overseas ballots using federal postcard applications, electronic submissions, or federal write-in absentee ballots.

• Requires the State Board of Elections to establish an electronic transmission system for covered voters to apply for ballots and receive voter registration materials, with ballot delivery available by facsimile, electronic mail, or internet.

• Mandates ballots be transmitted to covered voters no later than 45 days before elections and allows ballots cast before 12:01 a.m. on election day to be counted if received by the deadline for county canvass completion.

• Makes the Uniform Military and Overseas Voters Act controlling over conflicting provisions in Illinois Election Code and takes effect immediately.
