Amends the Medicaid Revenue Act by adding Section 6-6 to establish a Basic Health Program within existing Medicaid managed care and care coordination programs.

Department of Healthcare and Family Services shall serve individuals earning between 133% and 200% of the federal poverty level in accordance with the federal Patient Protection and Affordable Care Act.

Department must consider guidance from the United States Department of Health and Human Services when implementing the Basic Health Program.

Full implementation of the Basic Health Program must be completed by January 1, 2014.

Department shall take all necessary steps to ensure Illinois is eligible for and receives enhanced federal matching funds available under the program.
