Applies campaign contribution limits that previously only existed during primary election cycles to all general election cycles for contributions from political party committees to candidate political committees.

Removes the July 1, 2013 sunset provision on contribution limits during primary elections, making those restrictions permanent.

Maintains specific contribution limits during primary elections: $200,000 for statewide office candidates, $125,000 for Senate and appellate court candidates, $75,000 for House candidates, and $50,000 for other offices.

Allows political party committees to accept unlimited contributions from other political party committees or candidate committees only if they file a Statement of Nonparticipation in the primary election.

Takes effect January 1, 2012.
