IL HB1704

Amends the Environmental Protection Act (415 ILCS 5/39) to establish automatic approval procedures for NPDES permit applications.

NPDES permit applications are deemed approved if the Environmental Protection Agency does not approve or deny the application within 120 days after it is filed with the Agency.

This deemed approval provision applies exclusively to NPDES permits and does not apply to RCRA or UIC permit applications, which remain subject to the existing 90-day and 180-day timeframes.

Maintains all other existing permit requirements, conditions, and procedures under the Environmental Protection Act.
