• Closes the General Assembly Retirement System to new participants effective upon enactment, allowing only those who became participants before the effective date to remain members.

• Restricts membership eligibility in the General Assembly Retirement System to persons serving as Governor, Lieutenant Governor, Secretary of State, Treasurer, Comptroller, Attorney General, or members of the General Assembly who participated before the bill's effective date.

• Requires constitutional officers and General Assembly members becoming eligible after the effective date who cannot participate in the General Assembly Retirement System to become employees under the State Employees' Retirement System instead.

• Exempts persons appointed by the Governor with Senate consent, ethics commissioners, part-time legislative staff, and certain other officials from mandatory participation in the State Employees' Retirement System unless they elect to participate.
