• Amends the Check Cashing Act to define "casino-based electronic check acceptance service" as check-guarantee, check-acceptance, check-co-signing, or check-risk-management services performed by financial service industry firms in connection with riverboat gambling transactions.

• Allows casino-based electronic check acceptance services to recover the full check amount plus $25 from any person who writes a dishonored check for use in a casino-based transaction.

• Applies to checks used on riverboats subject to the Riverboat Gambling Act or in facilities located within 1,000 feet of such riverboats.
