Requires objectors to file 2 copies of objector's petitions (instead of 1 copy) and prohibits acceptance of petitions without both copies.

Mandates that signature challenges include recapitulation sheets specifying the exact page and line numbers of challenged signatures and the basis for each objection.

Permits electoral boards to examine a randomly selected sample of at least 20% of challenged signatures to determine if a complete examination is necessary.

Allows electoral boards to suspend full signature examination and order objectors to show cause why objections should not be dismissed if sustained challenges in the 20% sample do not exceed 35% of total challenged signatures (except for offices requiring fewer than 500 petition signatures).

Clarifies timing requirements that transmission of objector's petitions to electoral boards and affected parties must occur no later than 12:00 noon on the second business day following the last day to file objections.
