Changes the deadline for the State Board of Elections to conduct a hearing on petition conformity from 10 business days to 15 business days following the last day for petition filing for constitutional amendments and statewide advisory public questions.

Extends the timeline for the State Board of Elections to prepare and transmit signature verification lists to election authorities from 14 business days to 20 business days following the last day for petition filing.

Allows proponents to present arguments and evidence regarding purported nonconforming petition signatures at the Board hearing, with the Board making final determinations on signature conformity at the conclusion of the hearing.

Signatures determined to be nonconforming are excluded from random sample verification and do not count toward the minimum number of signatures required to qualify a proposed constitutional amendment or statewide advisory public question for the ballot.

Becomes effective immediately upon passage.
