HB1886 Summary

• Within 60 days of enactment, a special election must be held in each county to elect 15-member county school boards, with initial members serving staggered terms ending in April 2013 or April 2015.

• On July 1, 2012, all existing school districts (except Chicago) are dissolved, their boards abolished, and all powers, duties, assets, liabilities, employees, contracts, and funds transfer to appropriate county school boards.

• County school board members must be U.S. citizens age 18+, state and county residents for at least one year, registered voters, not school trustees, and not child sex offenders.

• Within 90 days of initial election, county school boards may divide their county into 2 or more school districts, in which case those districts elect their own boards and the county board dissolves.

• Employee collective bargaining agreements, retirement plans, seniority, continuous service, salary, and accrued benefits are protected and unaffected by the transition.
