HB1890 Summary

• Amends Illinois Procurement Code to clarify that persons without direct contracts with primary contractors are not subcontractors, and requires identification of only subcontractors with annual values exceeding $25,000 in Illinois State Toll Highway Authority procurements.

• Modifies subcontractor disclosure requirements so that financial interest disclosures and annual eligibility certifications apply only to known subcontractors with contracts valued over $25,000 for chief procurement officer and Toll Highway Authority procurements.

• Allows the Illinois State Toll Highway Authority Fund to be invested in interest-bearing bonds of government units, school districts, and political subdivisions rated in the 4 highest classifications by recognized rating services, whether or not interest is taxable.

• Updates Toll Highway Act terminology and provisions, including changing "Chairman" to "Chair," making pronouns gender-neutral, clarifying director appointment procedures, and modifying amnesty provisions for toll evasion violations to discretionary rather than mandatory.

• Repeals obsolete sections of the Toll Highway Act and becomes effective immediately upon enactment.
