IL HB1910

Amends the Emergency Telephone System Act to prohibit installation of automatic alarm devices, alerting devices, or mechanical dialers that directly access 9-1-1 emergency services.

Creates an exemption allowing devices that enable 9-1-1 access for cognitively-impaired, disabled, or special needs persons in emergencies, but only after a caregiver initiates a missing person's report.

Requires exempt devices to have remote activation and control by trained service center personnel to prevent false or repeated 9-1-1 calls during a single incident.

Requires exempt devices to provide location information capability to the 9-1-1 system and support either two-way communication or pre-recorded emergency messages explaining the situation.

Establishes penalties of Class A misdemeanor for violations and Class 4 felony for second or subsequent violations; act takes effect immediately upon passage.
