Appropriates $16,781,900 to the Office of the State Treasurer for ordinary and contingent expenses including personal services, employee benefits, contractual services, and equipment from General Revenue Fund and State Pensions Fund

Appropriates $8,100,000 from Bank Services Trust Fund for payments to financial institutions for banking services

Appropriates $45,955,800 from General Revenue Fund for refunds of overpayments of estate taxes and $7,426,000 for refunds of accrued interest on protested tax cases

Appropriates $2,749,342,258 from General Obligation Bond Retirement and Interest Fund for principal and interest payments on state bonds issued under various bond acts

Appropriates $10,691,100 from Capital Litigation Trust Fund for administration and block grants to Cook County Treasurer and State Treasurer for capital crimes litigation expenses in Cook County and other counties

Appropriates $300,000 for Inspector General position expenses and $5,000,000 from Hospital Basic Services Preservation Fund for loan collateralization

Takes effect July 1, 2011
