Amends Section 26-4 of the Criminal Code of 1961 regarding unauthorized video recording and live video transmission.

Adds an exemption to the prohibition on recording another person in their residence without consent when recording is made outside the residence using remote audio or video devices, specifically exempting sheriff's employees and licensed private detectives while serving process.

Maintains existing prohibitions against unauthorized video recording in restrooms, tanning beds, locker rooms, changing rooms, hotel bedrooms, and residences without consent.

Establishes criminal penalties ranging from Class A misdemeanor to Class 2 felony depending on the violation type, with enhanced penalties if the victim is under 18 years old or the offender is a required sex offender registrant.

Takes effect immediately upon becoming law.
