Department of Corrections must provide annual training to all employees on universal precautions for preventing transmission of HIV, hepatitis, and other infections transmitted through blood or bodily fluids, including information on HIV transmission, respect for people living with HIV, and compliance with confidentiality and non-discrimination laws.

All correctional institutions and facilities must operate education programs on transmission, prevention, and treatment of HIV/AIDS, sexually transmitted infections, viral hepatitis, and chronic health topics, with instruction provided by incarcerated persons under Department supervision using evidence-based curricula.

Incarcerated persons may possess and use condoms without penalty or loss of privileges or good conduct credit, and the Department cannot declare condoms contraband, though may limit quantities in unopened original packaging.

By January 1, 2012, the Department must develop a plan to make condoms available at no cost to incarcerated persons in a manner protecting health, safety, and privacy, potentially including vending machines.

Department must provide visitors with written information about HIV and AIDS, developed in consultation with the Department of Public Health and culturally sensitive in nature.
