Creates Section 7.8 in the Illinois Criminal Justice Information Act to establish surveillance camera reporting and transparency requirements for public agencies.

Requires the Authority to create and post a form by July 1, 2012 for agencies to report the number of cameras they own or have access to.

Mandates all covered agencies submit completed forms and copies of their camera use policies by December 31, 2012 and annually thereafter by December 1, including policies addressing privacy protection, data retention, editing, data sharing, and public access restrictions.

Requires the Authority to post all submitted documents and a list of agencies with camera counts on its website by July 1, 2013 and annually thereafter.

Applies to state agencies, municipalities, public universities, school districts, election boards, and other public entities, but excludes traffic enforcement cameras and does not require disclosure of camera locations.
