IL HB2045

Requires firearm owners to secure guns against access by minors under 14 years old who lack a Firearm Owners Identification Card, unless the firearm is stored in a locked container, disabled with a safety device, or placed in a secure location.

Makes violation of the firearm storage requirement a Class C misdemeanor with a minimum $1,000 fine; second or subsequent violations are Class A misdemeanors.

Exempts storage requirements when a minor lawfully uses a firearm in self-defense or defense of another, or when a firearm is obtained through unlawful entry of premises.

Preempts local governments, including home rule units, from regulating firearm storage, establishing state-level exclusive authority over this issue.
