Environmental Protection Agency must identify a system for issuing general permits and permits by rule under the Environmental Protection Act, with focus on energy industry sources (NAICS 2211).

Agency must complete a study within 4 months of the effective date analyzing legislative and administrative actions needed to establish and implement the permit system.

Agency must report to the General Assembly with study results and recommendations for legislative changes required to implement the system.

Agency must establish and implement the general permits and permits by rule system within one year after adoption of the required legislative and administrative changes.

Act takes effect immediately upon becoming law.
