Department of Commerce and Economic Opportunity shall survey businesses located in Illinois and those that have left the state to identify reasons for relocation and incentives needed to retain businesses.

Department must compile survey results by July 1 annually and report to the General Assembly, categorizing responses by industry and region regarding business departures, retention incentives, and relocation destinations.

Department shall develop an engineering excellence program to connect Illinois universities with engineering schools to manufacturing businesses within 50 miles, facilitating internship and research opportunities.

Department must maintain a comprehensive website listing state, local, and federal economic benefits available to businesses in each Illinois county and municipality.

Department shall adopt rules to implement all three new provisions regarding business surveys, engineering programs, and website information.
