• Amends the General Assembly Retirement System (GARS) to prohibit new members from joining the system after the effective date of this amendatory act.

• Restricts current participants from establishing any additional service credit in GARS after the effective date of this amendatory act.

• Limits membership eligibility to members of the General Assembly elected before the effective date of this act and certain elected state officials who served before the effective date.

• Allows persons who have served 10 or more years as Clerk, Assistant Clerk, Secretary, or Assistant Secretary of the legislature to elect membership, but only before the effective date of this act.

• Takes effect immediately upon becoming law.
