Appropriates $10,000,000 from the Supreme Court Historic Preservation Fund to the Supreme Court Historic Preservation Commission for historic preservation purposes.

Appropriates $2,736,200 from the Clean Water Fund to the Environmental Protection Agency for administration including personal services, retirement contributions, insurance, and operational expenses.

Appropriates $10,098,700 to the Environmental Protection Agency from multiple specialized funds (U.S. Environmental Protection Fund, Underground Storage Tank Fund, Solid Waste Management Fund, and others) for contractual services and electronic data processing across various environmental programs.

Appropriates substantial amounts to multiple state agencies including the Illinois Gaming Board ($160,797,100 from State Gaming Fund), Department of Insurance ($43,769,600 from various insurance funds), Department of Financial and Professional Regulation ($137,000+ from dedicated professional licensing funds), and Illinois Racing Board ($8,611,600 from Horse Racing Fund).

Takes effect July 1, 2011, with the effective date specified in Article 99, Section 99.
