Appropriates $288,578,700 total for the Environmental Protection Agency for fiscal year beginning July 1, 2011, consisting of $218,293,100 from Other State Funds and $70,285,600 from Federal Funds.

Funds core EPA functions including air pollution control ($46,346,100), land pollution control and hazardous waste programs ($87,420,900), water quality and bureau of water programs ($47,965,400), and laboratory services ($3,321,000).

Provides $59,629,200 for Underground Storage Tank Program remediation and reimbursements to eligible owners/operators of leaking tanks, including prior year costs.

Allocates $5,000,000 for Brownfields redevelopment programs and $1,300,000 for cleanup at Worthy Park hazardous waste site in Cook County.

Establishes effective date of July 1, 2011, for all appropriations and funding authorizations.
