Appropriates $8,611,600 in Other State Funds for the Illinois Racing Board's ordinary and contingent expenses for fiscal year beginning July 1, 2011.

Allocates $8,506,800 from the Horse Racing Fund for various operational categories including personal services ($1,035,000), employee retirement contributions ($353,900), group insurance ($225,000), and contractual services ($199,100).

Funds specific programs with $2,115,200 for Laboratory Program expenses and $4,291,800 for Regulation of Racing Program expenses.

Appropriates an additional $104,800 from the Horse Racing Fund for costs related to a Government Services Shared Services Center.

Takes effect July 1, 2011.
